Underage like 16 are not getting Driving license why?

A.O.A,
My name is Tabish.
I am 15 1/2 going to be 16 on 8th Dec 2019.
I am driving since 4 years and i know every single rule and follow them as well while driving,i am not a regular driver but sometimes when i go back to my village i drive my father car,sometimes in city too.Because i know how to drive.There should be an driving test center in every city which first check the smart card/master card and then takes a driving test and award a driving license if he/she is capable of driving properly with rules.
